dc.description.abstract E-government is the use of information technology to enhance access to and delivery of government information and services to the public for effectiveness, efficiency and quality government operations. An effective e-Government service depends on a clear vision, mission and strategy to facilitate service delivery in all parts of the country especially in the rural areas where infrastructure is a challenge. The success of an e-Government strategy depends on sound leadership in the Information and Communication Technology (ICT) arena. Implementation of ICT will facilitate access to government information and services and by its nature promote efficiency, accountability and transparency in the rendering of those services. Access to business information, opportunities and marketing through the e-Government will be enhanced especially through the network of the Kenya National Library Services having provincial, district, community, and mobile (camel mobile) libraries which are currently using the ICT to provide their services. Hence, this will lead to information society. en_US
